Allow me to quote from the president’s deposition: “I was asked questions about the legitimacy of the so-called Fremda Memo, as well as the purpose of the Refugee Organizational and Settlement Agency under the Department of Health and Human Services, and I claimed that it had no connection to the Fremda Memo. While my answers were accurate based on the information I had at the time, I now know that that information was not complete. But I only came to know about a ‘Refugee Organizational and Settlement Agency’ this week, and as far as I can tell, it has nothing to do with the so-called hoax Fremda Memo.”

What did the president know, and when did he know it?

The belief that better information-sharing among national security departments and agencies could have prevented 9/11 motivated the president and Congress to create new institutions to safeguard the nation against catastrophic terrorist attacks. Between 2004 and 2007, institutions and safeguards of interagency intelligence sharing were put in place to prevent a tragedy on the level of 9/11 ever happening again.

Of course, the agencies that created these new institutions were unaware of the massive, existential secret other agencies were sitting on. Agencies that were not designed to contain such secrets in a post-9/11 world are why we are sitting in this comically leaky boat.

What did the president know? The exact nature and purpose of ROSA.
